The minutes of the Parish Council Meeting held on 8 January 2024 were approved and signed by the Chair.

Clerk’s Report

• The Community Noticeboards had been ordered.
• A maintenance manual from Kompan was obtained and passed to Cllr Kitchingman.
• The Clerk raised concerns about multiple Cumberland Council consultation events excluding areas south of Whitehaven. Cllr Pratt to address.

Public Participation

Members of the public raised concerns regarding the Dunningwell application, the lack of direct communication with residents, and the failure of planning authorities to respond to emails or site visit reports. Residents expressed thanks to the Parish Council for continued support on this matter.

Unitary Councillor Report

Cllr Pratt provided the following updates:

• He had called in the Dunningwell application, requiring it to be heard by the planning panel.
• A site meeting was held with Highways regarding the entrance application. Highways confirmed that no occupation of the building could take place until the gateway had been completed.
• The Whicham Valley road will now reopen on 16 February 2024 due to additional works.
• Several road works are scheduled in the Parish during February.
• A decision has been made to replace the bridge on Corney Fell, and the road will remain closed for at least 6 months.
• Ash dieback works are being undertaken on the A5093 towards Duddon Bridge.

Review of Solar Lights

A consultation is proposed for the Pump House to the Village Hall route.

Flyers will be distributed and notices published in Out & About.

Resolution: The Annual Parish Meeting on 15 April 2024 will include a Prolectric representative to answer questions on solar lighting.

Defibrillator Review

• The defibrillator at The Green is now operational after a faulty battery replacement.
• The Hill Village Hall defibrillator has been installed.
• Resolution: The defibrillator at Hill Village Hall will be gifted to the Village Hall.

Reports from Representatives on Outside Bodies

South Copeland Community Partnership – GDF

A new website has been commissioned and will be controlled by the Partnership, not NWS.

A Community Impact Report is in progress, starting with a desk study followed by a detailed analysis.

Ghyll Scaur Quarry Meeting

• A meeting with Lowther Estates is scheduled for 8 March 2024 regarding Millom Park.
• Millom Rock Park will have new signage and updated information by the end of 2024.
• The proposed solar farm will generate energy only for the quarry.

Correspondence

• A resident can no longer maintain the footpath bordering common land.
• A report was received regarding invasive bamboo on common land – Clerk to seek removal.
