Cllrs Calsy and Wright declared an interest in Agenda Item 9.1 (Planning Application).

The Chair agreed to draft a suitable revision at a later date. The Clerk advised that, under these circumstances, the minutes could not be approved until the changes were presented, agreed upon, and approved at the next meeting.

The Chair thanked them for raising their concerns, which the Council would consider. The Clerk advised community members to submit their concerns in writing to Cumberland Planning Authority.

4/24/2209/0F1 – Barn 1 Kilmore Field, Lady Hall
Application to determine if Prior Approval is required for conversion of an agricultural building into a dwelling (C3).
Resolution: The Council determined that Prior Approval was required as this application was not a true “conversion” of an existing structure and requested a full planning application.

The bank reconciliation statement dated 31 May 2024 was checked and signed by Cllr Kitchingman.
No action required.
Cllr Kitchingman presented an updated audit of assets. There was a question about the ownership of a bench at Thwaites Village Hall.
The location and number of benches throughout the Parish will be included in the new Community Plan consultation. Cllr Kitchingman will produce a recommendation for asset replacement.
Cllr Savage provided a written report confirming that he had contacted Electricity Northwest (ENW) and requested a meeting.
Proposed Date: Saturday, 5 October 2024, prior to their Open House event.
Action: Cllr Carrington will liaise with The Hill Village Hall Secretary.
Two empty houses that had raised concerns were noted as being up for auction. The situation will continue to be monitored.
Cllr Calsy reported that a second meeting focused on maintenance arrangements.
Cllr Pogrel presented a paper outlining improvement options for Pinnel Hole.
Resolution: Proposals will be included in the Community Plan consultation.
The Clerk will obtain quotations for new signage and circulate suitable wording to all councillors.
The notice board for The Hill Village Hall will be presented to the Hall Committee for placement.
The Thwaites Village Hall board will be delivered to Cllr Kitchingman.
The Clerk will obtain three quotations for a basic laptop and Microsoft Office software to be presented at the September meeting.
The Clerk presented additional quotations for the website.
Resolution: The Council resolved to discount self-build websites.
Action: Cllr Carrington will review complete package quotations and report at the September meeting.
