The minutes of the Parish Council Meeting held on 4 November 2024 were signed by the Chair.
Circulated. It was noted that some speeding monitoring had taken place at The Green.
Cllr Savage reported that an article had been received for Out and About. A copy of the map showing electrical supply will be displayed on the website.
The solar lights were now back up and working.

The Clerk was instructed to contact Cllr Pratt, suggesting a report be sent in his absence.
7/2024/4094 – Bank House, The Green
Conversion of traditional stone barn to provide ancillary accommodation with associated infrastructure.
Decision: Supported in principle, but some concerns were expressed regarding the amount of glass in the circular window.

7/2024/4077 – Broadgate, Thwaites
Re-roofing to utility building, replacing two rooflights, and general roof repairs.
Decision: Granted
None
The bank reconciliation statement dated 30 November 2024 was verified by Cllr Kitchingman.
No action required.
The Precept Request for £12,000 has been submitted.
The Clerk reported that no payment had been received for the outstanding Land Licence.
Resolution: Cllrs Kitchingman and Savage to speak to the Licensee to determine the reason for non-payment.
The Clerk reported that ten benches had been delivered and were awaiting installation.
Resolution: Instruct the contractor to replace the three benches identified as in poor condition. The Clerk will collate suggestions for the placement of the remaining seven.
A meeting is arranged for 27 January 2025 at 7:00 PM at Thwaites Village Hall to assess feedback.
The Clerk provided a copy of the specifications for a pathway to the play area for Cllr Kitchingman to present at the Thwaites Village Hall Committee meeting to determine the preferred surface.
Concerns were raised that the renovation of a house at The Green is impinging on the footpath to the Pinnel Hole. This will be monitored.
Cllr Calsy reported that a stakeholder meeting will be held on 15 January 2025 at Thwaites Village Hall to provide an update on the Town Deal, work by the County, and feasibility of an Irt & Duddon crossing.
The Clerk will write to the owner of vehicles parked at Pinnel Hole, requesting their removal.
All councillors now have a .gov email address.
Resolution: Cllrs Pogrel and Bates to be the new Trustees and bank signatories.
The current councillor has too many parishes to cover, leading to a feeling of disconnection. The Parish Council proposes splitting Millom Without Ward into two to better reflect its geographical spread.
The Parish Council will support village halls in holding events if required.

Cllr Calsy reported that work is ongoing with Thwaites School on an energy survey. Litter picks will commence when the weather improves.
Cllr Bates reported that a Woodland Management Plan is now in place.
Councillors welcomed these positive changes and requested implementation dates.
Millom Town Council has withdrawn from the Community Partnership. NWS has suspended the Partnership and commissioned an external review.
Resolution: Await the report before making any decisions.
A nationwide Flood Risk Assessment, including the Duddon Estuary, is pending. There are concerns about land channels not being cleaned, as they rely on farmers to undertake this work.
Various topics discussed, including new councillor recruitment, road signage, and reports of hemlock sightings.
